18:32 ten. God’s mercy is evident in His willingness to spare the sinful majority for the sake of even ten righteous. Fewer than ten could be saved individually, as happens in ch. 19. In cases of special punishment inflicted upon cities and nations, righteous individuals were sometimes singled out for preservation (Josh. 6:25; cf. Ezek. 14:14, 16, 18, 20).
